Roger, the compression seems low. Did you test it with wide open throttle so that it has plenty of air intake? Try putting a little oil on top of the cylinder before taking a compression reading. If it is higher with the oil then it is a ring problem. If it doesn't change it is in the head, likely valves. If it is in the head you may get away with a valve regrind.
