My 8n is idleing extremlly high. When I start throttleing the RPM's do not change until the throttle lever is out of the forst quadrent. Once it begins to throttle up the RPM's jump quickly and by the time the throttle lever is just under half way up the RPM's are high than the proofmeter will read. The governor is also not engaging. Could the governor possibly be stuck so that it is increasing the power? What would cause this to happen?
