When the engine is running the main pumps are turning but, the swash plate is at minimum angle so there is no output. The pilot pump will have a constant output when the engine is running and none when its not.
Cat does have "product link" With this you can monitor all the machines functions and status remotely from the internet, track where it is with GPS and receive emails when it does something outside those parameters. this option cost money and so the bigger companies only seem to use it.
You could use a pressure sensor in the hyd system to know when the hydraulics are being used.
