on the side of your transfer pump there is a plug with a washer under it, that should be where the spring and plunger is that controls the fuel pressure. the plunger on early model cat engines had a rubber washer on the face of the plunger. that could be torn or debris could be inbeded in it. that would cause no fuel pressure in your system.
