Hector thanks for the info. Governor seems to work. With throttle butterfly closed ponymotor wants to run wide open. Replaced gaskets between bowl and carb throat and doubled the baseplate gasket to make sure no air leaks but still have no change with throttle rod pulled out or pushed in. Checked throttle plate to make sure its closing and it is. What is the adjustment on top of the bowl its a needle valve with a pass through hole that sits in a seat? It sounds like an air leak around the throttle butterfy but it seems to be fairly tight with little shaft wear.
