although diesel is hard to ignite in most cases, resently I know personaly of a mechanic welder that was killed welding on a fuel tank in a dozer.
wash the tank out first, and put co2 gas in it before you start to cut is one of the best waysto avoid way fumes.
also on a very hot day and the tank in the sun is not a very go idea, because that is when fumes are most likely to be present.
