do you have the oil going to the rocker shafts, in the right passage, if I am not mistaken there is a left and fight oil passage that oil comes up through . I will look tomarrow at an old one we have setting around and see. get back to you.
did you put the plugs in the end of the rocker shafts, if you are not getting oil to them the rocker arm bushings could be wearing.
