Got it fixed without having to take carburetor off. The float was stuck closed. I had taken fuel line off at the elbow going into the carb so tried both Sea Foam and PB Plaster letting it soak for a couple of days then gently tapped the carb bowl with hammer and the float let loose. Likely could have just tapped it before and it would have loosened up but maybe the solvents helped too.
