If there's rust in the governor to that extent--I strongly suggest you pull at least one plunger / barrel assy and check to be sure that plunger is not glued to barrel with dried fuel. (note I rebuilt cat inj pumps for 5 years) Be careful with bearings on flyweight shaft. Note I'm still assuming this is forged body pump i.e. little doghouse type of barrel sitting on top of pump assy. Note: the yokes to the plunger--DO not loosen the jam nuts--this is a precision timing setting and would have to be reset. Use my email if it's easier on the pump repair. wg
ps true story the early cat plng/brl assys were hand lapped by blind people to .0000 Extreme precison, that's why they need to be checked, verrry tight clearance. If bound up WD40 is a good soak
