Sounds lke the bmw engine was very well built--memorable event.
This vintage cat had either a forged body inj pump or a compact pump. Forged body--the fuel line screw on top of pump--little pumps on inj pump held down with 1/4inch bolts, about 2 inches off body
compact pump the lines screw on about 1/4inch protrusion from pump--to ID
If it's a compact, on the end of the governor you have a approx 4 x5 inch cover held on with 1/4inch bolts about 3 inch long. Pull that cover and you can see what's going on with rack travel. I believe the traxcavator detent would move several click just in the detent assy alone, while not moving the rack at all. There are several other ways of telling if the rack is moving--holler if you need em.
PS the plate on the bottom of the air filter won't shut her down, have to pull air cleaner and put plate to manifold (that's usually a pain). good luck
