Usually you can pull the individual pumps off the housing and take to dealer and they can bench test for you (call first and make sure they still have that bench Prob check cost first too.. Be careful and don't mix up plungers and barrels, they're hand lapped.
Have you doulbe-checked air filter, no air no power. Is the clutch OK? You can pull the spring and bypass plunger out and stretch the spring a little. This is crude but helped on all the old ag cats. Last you can increase rack travel 10 thousandths--but last resort.
