This is a 3208n/a for sure? question-this is the original pump for this engine? as there are dozens of different pump arrangements.
A 3208 has a return fuel line. It connects to a 90 degree fitting on the front of the pump near the inner timing gear cover. It's not the little brass drain valve--but it's next to it and it sits on 2 little aluminum C/V housings. At least, I've never seen on without one, and i've built at least a couple of hundred.
The connectorers and just connectors--they do have a weep hole to the outisde, so if the internal fuel line o ring is cut, it'll leak outside the engine. It's possible the internal or external lines have been overtorques and the hole is too small--never seen it though. Usually the drain hole of the connector is plugged with dirt too.
Could air affect only one cyllinder? Yes--on the fuel test bench I used a lucite clear cover and you could see it pool in one side--but that was with an air problem. Note air can also be sucked at the throttle shaft seal, as Cat runs input fuel by it for lube.
Black sticky tar--not burning right for sure.
Check the injector--dealer and fuel shop shold be able to pop test it for you in just a couple of minutes. Remans are available, or used to be. Been retired for awhile now.
Anytime I ever ts an engine, I'd always pull and cut open the engine and fuel filter to look for debris. Aluminum in the oil f, bad conn rod brg, brass bad wrist pin bushing--causes piston to wallop injector and head. Fuel, aluminu in filter usually fuel transer pump toast because front sleeve bearing for cam in ftp wiped out--very normal for this pump.
1st bad injector, second, floating valve, you've already checked most--did it have gunk on the stem--did you pull it and burnis it off--can float at high revs and make missing pop, 3rd air in pump, w
