I agree with catmech. I had about the same thing on mine. The engine would slow down when climbing a hill when before it didn't. I changed the bearings and pins in the gov. weights and the rollers. I wouldn't worry much about the spring because 1. i don't think it is the problem and 2. you can't get a new one anywhere and 3. If you find one it will cost $400 from a dealer.
The gov. should be pulling opening the rack and it gives more fuel when your under load.
If you work on yours, make sure you get all the bolts out before pulling it off. Don't pry very hard. I broke my housing by missing a bolt. The bolt position was, if you are sitting in the seat, it is about at 4 o'clock with the head facing the seat. You can do the fix yourself but you will need a small arbor press for the pins and bearings.
