You most likely have bad crosshaft bearings. The oil that releases the steering clutch goes to the steering clutchs through a rotating seal arrangment. When the crosshaft bearings start to fail the shaft and steering clutch move enough to lose the seal and usualy ruin the seal carriers. If your tractor is bare behind, or has a ripper you can remove the cover and see the pinion and ring gear. If you can move the ring gear sideways any with a bar you have bad bearings.
