My D6 9U wouldn't start after sitting a long while, and when trying to start it, I noticed no white vapor coming out of the exhaust. The problem was the shaft that goes from below the injectors to the governor was frozen, so when you opened the throttle, nothing happened. you can see the bar by removing the cover from the injector pump where the oil is. Make sure the bar slides freely back and forth. If it is frozen, simply work it loose with a screw driver and WD 40. Do not attempt to get to it from the governor side or you will create a whole lot of other problemws. The advice about being sure the injectors are purged is good, also, there are two locations on the fuel filter housing that should be purge and have diesel spitting out of them before you do the injectors.
