I would first see if I"m getting good fuel flow to the injection pump. Check your transfer pump pressure. If all is good , sounds like you have a injection pump problem, maybe the govenor is not picking up, or your individual injection pumps in the fuel pump are wore out. If you have access to a side cover of the fuel pump, buy yourself a gasket , take it off and see if the round barrels are moving up and down (sleeve metering type). Compact schrol type , your kind of screwed , involves taking off the front housing that holds the govenor housing linkage, but not imposible to do, just time the pump and remove it , dissemble on a bench. Sounds like your not getting fuel in my view or not enough of it when under load. Check all fuel lines for proper flow going to the transfer pump , then to the main injection pump. All this doesn't rule out worn out individual injection pumps. Maybe remove from engine and bring to a fuel test center, much cheaper then calling caterpillar.
