Did you change the gasket on the filter housing?. Sounds like it is not picking up fuel or restriction in the fuel line. If I"m not mistaken there should be a relief valve on the transfer pump , perhaps a piece of dirt is holding the plunger up. Try elimation of fuel supply, get yourself a can of fuel see if it runs ok from that. Check for good fuel flow from the tank, at all points to the fuel pump. I had a fuel tank cap not venting properly give me problems.
