First off is it the engine or transmission. If its the engine, start off by looking at the rad, is it clean, is it full of sludge. Any damage to the rad, fins bent in , clogged with dirt or grease blocking air flow. Are the fan belts, tight and in good condition. Is thier any obstructions in front of the tractor eg: modified grill assembly. Is your engine up to specsifications, hi and low idle correct. Is the torque stall speed correct. Is your fan a pusher or puller blade for the application your working it in. Coolant hose's in good condition, any clolasped hose's. Are you working the machine beyound its purpose. Pull the thermostate, see if its in working order by putting it in a container and heating the water with a thermometor seeing what tempeture it really opens. Maybe the rad is internally restricted. Long shot, maybe the water pump, but I doubt it, very rare do they fail but not imposible. If all possible get one of those thermoguns for seeing actually heat values at various points of the cooling system . Make sure your gauge is accurate, why chase a ghost. Top of the rad should be hotter then the bottom , how much perhaps 20 degrees but maybe I"m wrong on that value. Good luck.. enjoy.
