When you weld up hill it allows for full penetration. It takes a little time to master the technique, but it is by far the best weld. Grab some scrap plate and run a real good root pass up or down. Remove the slag and start at the bottom and work the rod like a orchestra conducter. Back and forth overlaping 90%. I like to wait till the end of my pass to remove the slag. Don't get distracted by the horrible looking slag mess just keep your attension on the puddle. When you get to the top you will see the maximun penetration, because even 3/4" plate will glow red all the way through and want to blow out when you near the top. Try it and practice it. Once you get it you can be confident that your weld is the strongest that can possibly be done. Hope I answered your question. I'm a terrible teacher!
