There is no other drive connected to front cable control other than you described,that is,the clutch when lever is activated and held in place by a self-energising brake band,from your post it would seem the problem is as you mentioned,
rusty clutch and discs,providing clutch and brake are ajusted properly,[one adjustment will affect the other]if you need some pic's
and instructions,post an answer and will send them.
