On different occasions on D4,D6,D7 this has worked for me on an un-reponsive engine even though high idle was adequate,try this:remove side cover from governer housing[just forward of injection pump] within you will find a yoke [clevis,and pin] loosen lock nut,remove clevis
pin and shorten connection [by turning yoke],
start by turning in [shortning]1 1/2 turns of clevis,try machine,if no improvement,try in 1/2 turn incretements,have never had to lenghten this adjustment.This procedure will also eliminate governer surge or "hunt",post a reponse,please.
