I would look for your problem in the supply side
of fuel system,prior to injection pump,assuming suffienct fuel in tank,check for air leak in lines,remove fuel transfer pump cover and check for dirt under relief pressure valve,[again assuming filters are o.k.]also assuming all air has been bled from system.try these ideas ,if no
help post a response.in my opinion governor can be ruled out.
