Not an ag tractor man so this is general,by what you are saying it sounds like an oil starvation issue so first is there enough oil in it and are the breathers clean, check the suction screen and the tubes that feed the pumps in case one is drawing air,if all that checks out a pressure check would be in order but as there two pumps involved I would go for the oil level and suction screen first.
