Case 2290 clutch problems

We have just replaced the Power Shift Control Valve Assembly after a small piece of metal fatally scarred the original one (retainer clip came out inside assembly).
It is completely reassembled and we have a problem, some things work and some things don't work:
Power steering works fine
Three-point works fine
Brakes are soft but seem to get better after pumping
Clutch will not engage at all - Releasing the clutch has no effect on moving the tractor.

We are thinking that there is some air trapped somewhere. To prime it, we have removed (one at a time) three of the four spool plugs in the assembly. Oil flows freely from each plug when the tractor is running. (The fourth plug, located on the bottom, is pretty inaccessible).
For the plug on top, oil only flows out when the clutch is depressed. Thus we do know that the clutch is doing something.

Nevertheless, we cannot get the clutch to engage.

Any suggestions?
