Puzzler this one,what is the history,was the engine running on all four before the valve job,the BD engine is fairly standard except for the firing order,1 2 4 3,I would remove the inlet manifold to make sure there is nothing restricting the air flow to the back two cylinders even though the compression checked out ok,there maybe enough air at cranking speed but!,the other thing I would check is the rocker operation,all valves opening and closing,is it backfiring,whats coming out the stack.
