Looking at the parts drawing of the valve it looks like its a fairly simple setup,a plunger and some o'rings on it,I would remove it and open it,give it a clean,replace any damaged o'ring,smear the rings with rubber grease and try it,it is more than likely not made by Case but someone like Bendix or Westinghouse so its possible that your local truck store could help,you may have to fit a substitute if its damaged or corroded,the parking brake is operated mechanically by spring tension to hold it on,when you put the valve in parking brake off position air pressure passes to the chambers overcoms the spring and the brake is released,when you move the valve to parking brake on position the air pressure is allowed to be exhausted and the spring applies the brake.
