That rod would be the rack,move the stop lever and see if the rod moves,if not it is in the stop position,you need to get it to move the other way,do not hammer it as the rod has very fine teeth that mate with the plungers to rotate them,the plungers have a spiral groove and rotate in their housing to meter the amount of fuel injected,if the pump was laid up for a long time the plungers can freeze up in the stop position esp if there was any moisture in the diesel,you could fill the pump with some penatrating oil and drain and refill with fresh oil,the pump has its own oil,I am not familiar with the brand you mentioned.
