There were both type pumps fitted,inline and rotary,if you got an inline its more than likely that the rack is stuck in the stop position,if you can take the plate from the side squirt in some oil and see if the rack moves,put it in the stop position and then on full throttle,the rack should move,if it does not it is stuck,gently prise it back,if you got a rotary the metering valve is stuck in stop,the throttle link in any pump goes through a spring,should the rack or metering valve stick the spring justs expands rather than move the valve or rack,what pump have you got.
