WTF ? Power shuttle HELP !!!!!

Ok, I just rebuilt the power shuttle in my 580B. I installed all new parts and followed the book to the "T". I started it and my transmission pressure goes to 300 psi in neutral. I can shuttle from foward to reverse and pressure will hold at 160 psi. BUT ! I get no out put to the mainshaft. Doesn't even try to pull. Did I miss something or does this machine have a mind of it's own ?
The backhoe has been out of service for about 4 years. The oil is new. So WTF ?
