Am not familar with your tractor so this is just rule of thumb,I take one is the outlet valve and one a return,the new valve would or should not be leaking,did you use thread tape on the threads,could the tank have a crack and the fuel running to the lowest point?,looking at the online parts drawing the fuel gauge sender unit is also going up through the bottom,could it have a leak,the parts list shows a repair kit for the polyurethane tank should it be cracked.
