I would replace both filters, and yes it is just like running out of fuel. If your 380 is equiped with the manual pump on the fuel filter housing or the fuel pump, bleed the lines free of air with the manual pump before trying to start. It is most likely water or small trash that settled to the bottom of your fuel tank while the tractor sat.
