No, under the cover is full of diesel to lubricate the moving parts of the pump,there is fuel there under pressure from the priming pump at all times,the o'ring on the throttle spindle are there to keep the fuel from leaking out,they wear from all the times the throttle is opened and closed,I replace them any time I have the cover off,the wall of the cover is very thin and the most likely cause of the gasket coming out is because it was not placed properly the last time the cover was off,that's why I glue them on it makes sure they stay in place.
