There are only two dome nuts that hold the cover down,if its the gasket needs replacing the first thing to do is get a new gasket and four o'rings for the spindles that go through the cover,to replace the gasket you need to be handy and careful, tale off the throttle linkage, have a good look at the way that the throttle lever and spring is setup on the pump, take the lever off, take anything else attached to the cover off,you can leave the front lever, take off the two dome nuts, lift the cover up about an inch, push the throttle spindle down through the cover and take the cover away, look at the way the spring is connected to the lever of the spindle and governor plate, note the holes the spring is connected to,its very important they go back in the same place, fit new o'rings on each of the spindles that go through the cover, clean the cover, use super glue and stick the new gasket to the cover, its best to do this as its a right SOB to keep the gasket in place otherwise, lower the cover back down pushing the throttle spindle back in,when the cover seats proper put on the two nuts and nip them up,do not over tighten, put on the other bits.
