Do you have a manual for the tractor? there is a lift arm locking lever on the left rear of the tractor. it mechanically locks the arms in the up position. if i remember correctly, my 990 did that a long time ago. turned out to be a tiny piece of trash in one of the hydraulic valves under the cover in the right hand rear axle. but check for the lever or correct settings on the valves and knobs first.
