Take the two pipes off that go on to the steering cylinder,clean the ends and put them in a clean container,with the engine stopped keep turning the steering wheel in one direction till it lifts the oil and it starts to come out one of the pipes,connect both pipes back to the cylinder start up and hope,the idea been that by turning the wheel the hand pump pulls the oil through the other driven pump that must have lost its prime when the oil was drained.
