Remove the trunking and disconnect the wires from the back of the blower,top speed is direct 12V power,the slow speeds are reduced power done by the resistor on the back of the blower,for example if its a three speed blower you will have three wires coming off the back of the switch,1st speed wire has a full 12V leaving the switch,it goes through the resistor reducing it to say 6V,it leaves the resistor and goes to power the motor,2nd speed wire with its 12V connects to the middle of the resistor and leaves with say 9V using the same wire as the other,the third speed wire does not go through the resistor but directly to the motor using the same wire as the others so it is the full 12V and the motor goes at full speed,the blower has only one power wire and one ground wire,you taking the wires off the switch tell you its ok up to the switch,take the wires off at the blower and switch on and see,it could be that the high speed wire is grounding out,as the its not blowing the fuse when using the low speeds sorta makes me think the blower may not be at fault.
