Those rails have to be in an exact position before they can be moved,when in neutral the detents are lined up,when the a rail is moved the plunger is pushed into a detent in the other rail locking it,the locked rail cannot move till the other rail detent is lined up and the plunger can move across into it,play about with both and you may get it into neutral,the cover should lift straight off then.
