You may have seen some of my replies hear stating I am not into ag tractors and I probably never seen your model,nevertheless I had a look at the Case IH site to see the parts drawing,by the look of things there is a shaft that drives the hydraulic pump,that shaft is in constance drive,some of the oil from the pump is used to engage the clutch that drives the pto,when you move the lever to engage the pto oil is diverted from the control valve to engage the clutch pack,the control valve has a relief valve that could be stuck open or an o'ring blown on the body,if the 3pt is working ok and the transmission is full of oil I would be having a look at the control valve,when you may not know the history of the tractor you won't know what happened to stop it working in the first place.
