The brake housing is mounted just in front of the back axle each side of the transaxle,the brakes are mechanical operated,there is a pull rod coming out of each housing that has an adjusting nut secured by a jam nut,with the wheels off the ground tighten up the adjuster nut till the brake just start to bind,back off one and a half turns and tighten the jam nut,get the pedals as even as you can,the hand brake,any part of the lever or linkage can be rusted up,you will have to find what has jammed free and lubricate it.
