I am not into ag tractors but had a look at the online parts drawing to see what could be wrong,the FWD is mechanical,the lever moves a gear on the output shaft to engage with another gear that is in constant drive,once the two gears are in mesh you have four wheel drive,if you cannot engage FWD check the linkage is moving the selector,that type of FWD needs the tractor to be stopped when the FWD is engaged,engine stopped jack up one of the front wheels,with the FWD disengaged you should be able to turn the wheel,engage FWD you should not be able to turn the wheel,if you can the linkage is not engaging it or one of the gears has stripped it's teeth or splines.
