Take off the two lines from the cylinder and connect them together,start the engine and turn the wheel,note if the engine tone is changing like it was doing,if yes there is a problem in the valve,if no there is a problem in the cylinder or related parts,I am not familiar with the actual tractor but have looked up the parts drawing and see that there are two different front axles fitted,Carraro and ZF,the Carraro is a fairly simple cylinder with a combined one piece piston and rod with very little can go wrong except the seals,the ZF is made up of lots of parts,the rod and piston being seperate etc,if you have the correct pressure going into the cylinder why won't it move the wheels,could the cylinder barell be damaged,is the return oil blocked,usually when the steering goes very heavy its the pump that has lost pressure but you would still have steering from the valve pump for to tow etc,try it with the lines off and see how it reacts.
