I looked at the drawing of the fixed axle 2 wheel drive,the track should remain the same regardless of the position,if you check the toe in with the wheels in the straight ahead position then go to full lock left or right the distance should be the same,both wheels have to move the same amount,if the wheels are not moving the same amount something is worn or slipping,look at where the drag arms connect to the kingpins,you seem to be suggesting that one wheel should move less than the other,that can't happen,if your tractor has a diff lock make sure it is disengaged when turning tight.
