Not been familiar with ag tractors I looked up the online parts catalogue to see if I can offer any advise,there are two type of clutch operating systems,the tractor without a fitted cab has a mechanical linkage and the model with a cab has a hydraulic operated one,I'll presume that you have a cab,first thing find the slave cylinder,it has a bleed nipple,without pressing the pedal loosen the nipple and see if the fluid is under pressure,if it is there maybe a problem with the master cylinder not releasing the pressure,if so bleed the clutch as the pumping may free up the master cylinder,if the fluid pressure was ok there is a small bit of adjustment on the slave cyl push rod,loosen the lock nut back as far as it will go,take the clevis pin out of the eye and screw the eye on to the rod as much as you can to make the rod shorter or till you get some free play in the pedal when you put the pin back,that is hoping,when the driving/centre plate gets worn it causes the realese mechanism of the pressure plate to move back against the release/trust bearing and the pedal goes tight,there is no way out but to replace the clutch,don't keep using it or damage to the flywheel might ensue,you can look up the parts list yourself.Google Case IH online parts.
