need some help with pto info on a case 1194

i bought this tractor and have had a hard time with it. the engine is awsome runs and drives great!!! the 3 pt works now, but only if the handle is in the full up position and you have to bump the hyd. remote lever, when you relese the lever the 3pt jumps 3 inchses but is strong it will pick up any thing you want , the 3pt will lower as it should. as for the pto it low dose nothing!!! the shaft free wheels even when you lift the left hand activator plunger by the seat. i tried to work the lower actuator arm , but it dosent move at all. please help.... i bought an international sunday to replace this one , but i love this tractor, and dont have a service center
