I am not familar with your tractor so this is only a suggestion,see that the fuse is tight in its holder,check that the wiring is secure to the fuse box,look to see if anything else shares that fuse as that could be the culprit,for the fuse to keep blowing one of the things it controls must be grounding or the load on the fuse is too much,looking at the parts drawing the wiring looks like its well done and in a loom so its unlikely any wire in a loom could ground out,its more likely to have a fault outside the loom where the wires are exposed espically the ones that run close to moving parts like levers and rods,its very hard to pinpoint something like that,if it would blow the fuse as soon as you put it in you would have a better chance of finding the fault,has any extra load been but on that could be on that fuse,I would use a higher amp fuse to see how it work out.
