Take the solenoid out and check to make sure it's going in and out, even though you hear it clicking it might be stuck. Hook it up to a car battery and watch it go in an out. Then stick a non-metallic pushing device(like a wooden dowel) into the hole the solenoid came out of and make sure the plunger inside the power shuttle is moving in and out. If both those things are working like they should then they're are only 2 other possible problems left. The first is that one or both of those parts are worn out and the plunger is not getting pushed in far enough. The second is an internal problem with the shuttle transmission.
