The self adjuster would not work very well,it would not tighten up the brake adjustment like it was supposed to,it is not the cause of them locking up,in front of the back axle on each side you will find the brake housings,like Carson said it is best to take the brake apart and see what is wrong,usually it can be that everything is so badly worn that the linkage just locks up,if you need to move the machine back up and the brake might release,as Carson said watch for the brake dust.
