Good power on the loader means the pump is ok,you should have the same on the hoe,oil from the pump goes to the loader valve and then on to the hoe,with good power on the loader it is my guess that an o'ring has failed on an extended adaptor on the loader valve,trace the supply pipe from the loader valve to the hoe,where that pipe connects to the loader valve there is an adaptor,that adaptor is a long one and the inner end has an o'ring and back-up ring,if the ring has failed the oil will leak internally and leave the hoe with no power,there were two types of loader valve Parker or Hydraco,both have that type adaptor but they differ.
