Had to look at the parts drawing to see where the safety switch is located,it looks as if the left pedal has to be depressed for it to close and excite the starter,with the key on one wire going to that switch should be hot,when the pedal is pressed the switch will close and the starter should engage,I cannot see by the parts draweing if there is a relay but it states that the safety switch is 35amp so maybe there is no relay.
