Jeff if I was looking at your tractor I would not know what it was,I did look up the parts drawing to see if there is any possibles,it shows the valve to be a spool valve moved by a rod with a crank on the end,the rod is attached to the crank with a spring pin (roll pin) if the pin has sheared the rod would turn in the crank and not move the valve,check all the linkage to see if its moving the valve,if the valve is been moved then the trouble will be inside.
